Privacy is universal value. But according to The Economist in 1999 it is finished - killed off by the remarkable capacity of information technology to analyse, trace and re-assemble personal data: affording an unprecedented insight into individual attitudes and activities. Based on the progress made in implementing the OECD Guidelines on Privacy (1980), the author, who chaired the OECD group that devised those Guidelines, reviews their impact, the need to update them and contemporary proposals for new privacy protections suitable to the current technologies. He concludes that the capacity to uphold human values in the context of new technologies, such as informatics and genomics, presents one of the largest ethical questions for the 21st century.  相似文献

Universities have long been involved in knowledge transfer activities. Yet the last 30 years have seen major changes in the governance of university–industry interactions. Knowledge transfer has become a strategic issue: as a source of funding for university research and (rightly or wrongly) as a policy tool for economic development. Universities vary enormously in the extent to which they promote and succeed in commercializing academic research. The identification of clear-cut models of governance for university–industry interactions and knowledge transfer processes is not straightforward. The purpose of this article is to critically discuss university knowledge transfer models and review the recent developments in the literature on research collaborations, intellectual property rights and spin-offs, those forms of knowledge transfer that are more formalized and have been institutionalized in recent years. The article also addresses the role played by university knowledge transfer organizations in promoting commercialization of research results.

NSC杂志撤销论文引用异常增加现象辨析与治理建议

【目的】 NSC杂志(Nature杂志、Science杂志和Cell杂志的统称)从创刊至今累计撤销的297篇论文后续被引频次不降反升,说明被撤销论文可能仍有一定价值,对这一现象加以辨析可为治理学术不端提供新的参考。【方法】 运用科学计量学方法,分析NSC杂志撤销论文的年度分布情况及趋势、论文撤销后被引频次继续增加的基本情况,并在研究发现的基础上展开相关讨论。【结果】 NSC杂志的总撤稿量呈动态上升趋势,Science杂志上论文被撤销后的总被引频次最高,甚至有多篇论文被反复撤销,绝大多数被撤销论文的引用都是正面引用。【结论】 被撤销论文被引频次不降反升并非异常,论文被撤销的缘由各异,其关注问题多数价值犹存,有些甚至可直接引发新的研究创新。被撤销论文学术价值不能一概忽视,而应加以合理利用。  相似文献

当今欧盟的教育治理存在合法性危机,这种危机主要表现在民众对欧盟(教育)治理的赞同危机、对欧盟(教育)治理所依赖的共同价值的质疑以及对欧盟教育法律(规)及政策的服从与执行危机三个方面。其中,第三个方面的合法性危机又具体表现在:欧盟教育法律(规)及政策与欧盟社会同一性的构成价值存在不协调;民众对欧盟教育立法与行政的方式存在质疑;欧盟教育法律(规)和政策对欧盟教育价值的实现程度有限三个方面。  相似文献

A holistic innovation policy is defined in this article as a policy that integrates all public actions that influence or may influence innovation processes. The Swedish National Innovation Council (NIC) was created by the Swedish Prime Minister, Stefan Löfven, in February 2015. It is personally chaired by the prime minister. Another atypical characteristic of the Swedish NIC is that it has a dominant and wide focus on innovation policy. In other countries, such councils focus predominantly on science and/or research policy and treat innovation policy, if at all, as an “appendix” to research policy. The purpose of this article is to answer the following four questions:1. Has Swedish innovation policy recently become more holistic?2. Has the Swedish National Innovation Council (NIC) had a role in the transition towards a holistic innovation policy?3. Have conceptual specifications and advancements played a role in the changes in Swedish innovation policy?4. 伴随着经济和社会的快速发展,我国生态环境承受了巨大的压力,环境管理问题也成为社会讨论的热点问题.国际机构在中国环境管理中扮演了重要的角色,并取得了一定程度上的管理权.由于联合国的影响,中国制订了环境保护的基本法律,建立了政府的环境保护机构,并宣布了<中国21世纪议程>;世界贸易组织则对中国环境保护法的实施有所影响.但是我国的环境管理仍未达到国际社会所预期的水平,所以我国应进一步利用国际机构的力量,逐步推动我国企业符合环境管理的要求,争取国际机构的资金和技术支持并努力在国际机构中扮演更重要的角色.  相似文献
